KYIV. September 8 (Interfax-Ukraine) – The State Enterprise Horse Breeding of Ukraine, subordinate to the Ministry of Economy, which includes a number of stud farms, has reached agreements for the leasing of part of the land state-owned enterprises with unidentified people who grow and sell crops, resulting in losses for farms, and horse-breeding branches in the country are threatened with extinction.
This was announced by the president of the Horse Racing Association, Tetiana Andriyshina, during a press conference at the Interfax-Ukraine agency.
âThe State Horse Breeding Enterprise of Ukraine was in fact created artificially as a bribery structure on the state studs, which were deprived of all functions: they do not carry out economic activities independent, strangers enter, with whom an agreement on the common cultivation of the land is concluded, as a result of which, for 10 years, the stud farms went bankrupt, âshe declared.
According to her, the state studs do not receive the harvest they own, since it is exported by individuals, with whom Horse Breeding of Ukraine has concluded land lease contracts. Thus, stud farms suffer losses due to the inability to collect income from the sale of harvested land belonging to them, as well as the need to pay property taxes, utility bills, wages and more. other expenses in full.
Andriyshina noted that his organization and stud workers appealed to law enforcement, the attorney general’s office and the president to demand an end to corruption in the state-owned enterprise, but to no avail.
According to her, regarding the situation at Horse Breeding of Ukraine, the employees of the stud farms are delayed in the payment of their wages, the companies do not carry out veterinary checks of the condition of the animals and, in addition, the horses racing cannot be tested at the Kiev racetrack. In addition, the animals do not receive adequate nutrition.
“We appeal to the president: if you don’t need a Ukrainian horse breed, if you don’t need the Oryol trotters of Ukrainian origin, let’s give them away for meat, stop laughing at the horses and people, “said the expert.
She also clarified that the Horse Racing Association had recently submitted an application to the Ministry of Agrarian Policy and Food to receive a subsidy from the state budget at the rate of 51,000 UAH / year for a fertilizing stallion. and 31 thousand UAH / year for a mare, and is currently awaiting the results of its examination.
During the press conference, the deputy director of research of the Livestock Institute of the National Academy of Agrarian Sciences of Ukraine, Iryna Tkachova, clarified that since the independence of Ukraine, the number of horses declined 3.1 times, from 700,000 in 1991 to 226,000 this year, 95% of which are used for the operation of a personal peasant farm.
As reported, the Ukrainian government in December 2010 reorganized the state-owned horse breeding enterprises that were not subject to privatization into the state-owned Horse Breeding of Ukraine. The state-owned company operates 54,100 hectares of agricultural land on a permanent basis, including 43,500 hectares of arable land.
